Pain for Motorists as EPRA Adjusts Fuel Prices for January-February 2025

According to EPRA, the price changes account for a 16% Value Added Tax (VAT) in accordance with the Finance Act 2023 and Tax Laws (Amendment) Act 2024. Excise duty adjustments for inflation, outlined in Legal Notice No. 194 of 2020, have also been factored in.

The Energy and Petroleum Regulatory Authority (EPRA) has adjusted fuel prices in its latest review, marking an increase for the January-February pricing cycle.

In a statement issued on Tuesday, EPRA Director General Daniel Kiptoo announced that super petrol prices have risen by Ksh.0.29 per litre, diesel by Ksh.2 per litre, and kerosene by Ksh.3 per litre. The revised prices will be effective from January 15 to February 14, 2025.

Factors Behind the Price Adjustment

According to EPRA, the price changes account for a 16% Value Added Tax (VAT) in accordance with the Finance Act 2023 and Tax Laws (Amendment) Act 2024. Excise duty adjustments for inflation, outlined in Legal Notice No. 194 of 2020, have also been factored in.

The regulator pointed at fluctuations in the average landed costs of imported petroleum products between November and December 2024:

  • Super Petrol: Decreased by 0.14%, from USD 612.53 to USD 611.69 per cubic metre.
  • Diesel: Increased by 0.06%, from USD 643.69 to USD 644.10 per cubic metre.
  • Kerosene: Decreased by 1.62%, from USD 660.30 to USD 649.64 per cubic metre.

EPRA said it would commit to balancing cost recovery for importers and ensuring fair prices for consumers.

“The Petroleum Pricing Regulations aim to cap retail prices of petroleum products already in the country while allowing for the recovery of prudently incurred costs,” the statement read.

Historical Trends

This marks EPRA’s first price hike in recent months. In December 2024, fuel prices dropped significantly, with super petrol reduced by Ksh.4.37 per litre and diesel and kerosene reduced by Ksh.3 per litre.

The October-November cycle saw an even larger reduction, with super petrol prices cut by Ksh.8.18 per litre, while diesel and kerosene dropped by Ksh.3.54 per litre.

Consumers will now brace for the new rates as global and domestic factors continue to influence fuel pricing.
