The National Government has released Ksh.32.761 billion to the 47 counties for the new financial year 2023/24.
Counties are expected to start utilization immediately, but again, only the counties with the Appropriation Act in place, presented their budget estimates and the Act to the OCOB and have fed their estimates into the system can start spending.
This was after the County governments concluded – in the month of June and early July, the preparation and final approval of the budget estimates for the year 2023/24.
The law requires the counties to conduct their public finance management with some level of responsibilities enshrined in the Public Finance Management legislation.
These fiscal responsibilities guide the prudential management of the county resources in matters of revenue with emphasis in expenditures.
